I just lost the detailed description and solution suggestion to the forum software. In short:

An admin must be able to install a product for use by regular, non-'Power Users' accounts.

DVDProfiler *only* fails in shortcut placement and by misplacing layouts, reports and translations in the admin's 'my files' folder. They belong in all users/application data and, when customized by the user, need to be copied into that user's profile.
