I know that I haven't been around for a bit so I checked the rules for changes and didn't see any documented.  but I missed something.  when did new contributions require notes again?  I also ask because a new contribute was declined stating no source for changes.  how do you change somethign that is not already there?

I can't give you the exact date, but Gerri did state that sources are now required for new profiles as well.
No dictator, no invader can hold an imprisoned population by force of arms forever.
There is no greater power in the universe than the need for freedom.
Against this power, governments and tyrants and armies cannot stand.
The Centauri learned this lesson once.
We will teach it to them again.
Though it take a thousand years, we will be free.

It was probably a couple months ago that Ken changed it back...perhaps a little longer.

He did post it somewhere in the forum, but I can't locate the link/thread.

Well, if you want to get technical... if you're making a new contribution that didn't exist before, you are changing something, right?

Anyway, yes starting a few months ago, all contributions require Notes to document what you are doing.  Even if it's a brand new contribution, you still need to document where the info came from so it's there in the Notes for everyone to read before modifying it.

It's not stated in the Rules themselves (as of yet) but it is clearly stated on the Contribution page when you are submitting a profile, which essentially makes it part of the rules.

"A common mistake that people make when trying to design something completely foolproof is to underestimate the ingenuity of complete fools." - Douglas Adams

See Here

It's been around as Vega, Katatonia and Unicus69 have stated for a few months now, and if you look at the thread headers between that thread and this one you will see that there have been quite a few different threads started in response to it.

Many from people who are complaining about the fact that they can't push their IMDb obtained data into the database, now.
