I am looking for a freeware tool that tells me how many video streams are on a Video DVD and how long  they are.

Possibly DVD-Shrink.
If you choose "full backup" it shows you every stream in a separate folder and the running time.
It all seems so stupid, it makes me want to give up!
But why should I give up, when it all seems so stupid?

IfoEdit is a good tool for that. Although takes a while to get used to what its telling you.

DVD Decypter will also tell you what tracks and how long they are too. I think you need to put it into IFO mode and enable stream processing. It's also very good for listing audio and subtitle tracks.
