Reason for contribution declination

Feedback would be appreciative so we know why a contribution was declined.  I'm left wondering why my contribution was wrong because as far as I can tell it's in line with the rules. 

The rules state the following, below, and I submitted a variant UPC where an unrelated release shared the same UPC.  However, it was declined; why?

The first added entry uses the base UPC/EAN, and subsequent additions use the next available.


EDIT: Received a response from Invelos support that it was an error.

However, the main point stands.  I know the database is getting a lot of updates right now but an explanation would go a long way to help understand the new rules and why a contribution gets declined.  Thanks.
