Do I have to pay to ask questions in all the other forums?

I went to comment in the Home Theatre Forum and got a message that only "registered" members can post. When I went to the register section, it says I have to pay $14-$15 to complete it.

Does that mean I am stuck here in the newcomers forum if I don't pay?
