Unfortunatley that's irrelevant Dragon as we no longer use the film's credits to determine the DVD title. Now, the only time the title in the film's credits comes into play is when determining the Original Title...sadly .

I do under stand that the title comes from the cover. What is in question is the word The Streets. The opening credits shows The Streets is a subtitle of Step Up 2 by how it is presented.

It might also help to be reminded why I asked for that info in the first place:

Unfortunately, even then it mostly doesn't. Just to throw a little more fire on this debate:

Is there actually a space between "Step" and "Up" on the cover, or should it be "Stepup 2" or maybe even "Stepup2" 
My freeware tools for DVD Profiler users.

Actually there is a judgment made. Your second example is impossible. One has to determine if it's a sequel or not and if there is an episode descriptor in order to do what you call "technically apply rules".

So the filmmakers could have intended "the streets" to be an episode descriptor but the creators of the DVD cover got a little over exuberant and decided to make the title look like a phrase when it really isn't? Are you denying that the title is a phrase?

As others have pointed out, the rules say what to do with episode descriptors. "The Streets" is not an episode descriptor.

So James according to your current spin, and that is NOT the word i WANT to use but...it is the least offensive

the Search for spock is not a descriptor, nor is it an Episode, likewise any other Stare Trek film, Star Wars film, Halloween..pick your poison, after all the Rule says EPISODE and not sequel and what waste  of an otherwise intelligent mind. Keep going, James you will destroy the Rules yet.

In your opinion. Just because it does not have a colon. Like I have said before there are many titles out there that do not have a colon anywhere on the dvd.
